I would guess the people loved him so much they wanted to empathize with his suffering or it could mean he was so cruel that whenever he suffered he expected his subjects to suffer likewise or it could mean the people were so afraid of him no one wanted him to know they weren't suffering as well!. It could mean a bunch of stuff depending on the surrounding story about it!. I'm going to star this just to see what everyone else thinks!.
