No!. South Carolina wanted the slaves to count as part of the population numbers for the number of Representatives they got in the House!.

The Northern states naturally objected that South Carolina wanted it both ways in that they weren't citizens when it was to the state's advantage, but they were to be counted as citizens when it was to the states advantage!.

So, they comprised!. Slaves were to be counted as 3/5 a person in the census for assigning numbers of Representatives in the House of Representatives!.Www@QuestionHome@Com
