C) Cultural values!. Here's why:

a - rigid class structure in medieval Europe, (when Gothic cathedrals
built), but NOT so much when Parthenon built
b - No, because Athens (where Parthenon is) didn't think of itself as an empire
d - belief in democracy might fit Parthenon, but democracy wasn't accepted as a positive value in medieval Europe
