Sparta!. Spartans had slaves do the work for them so they had lots of time to train!. Sparta had a large standing army whereas Athens had a large fleet!.

Delian League!. They knew they couldn't beat Sparta's huge, well-trained standing army!.

Sparta is land-locked, Athens is a coastal city!.

Persia followed the golden rule of empire building - divide and conquer!. Sparta and Athens had united against them, the powerful Athenian navy had caused them to lose a previous attempt at taking over!.
