AWESOME QUESTION! Well this goes back into history a bit, when the Belgians colonized Rwanda!. The Belgians had pretty twisted minds, so don't ask my WHY they did this, but when they colonized Rwanda, they allowed the Tutsi group of people (small in population) to dominate over the Hutus (a larger group compared to the Tutsis)!. So for many years, the Tutsis dominated over the Hutus - keep in mind, however, that both of these groups were African - specifically Rwandan!. When the Belgians left, after giving up their colonial possession, they did something really BAD --> they gave power to the Hutus, who had been persecuted for many years!. The Hutus now took revenge on THEIR TUTSI BROTHERS AND SISTERS (Rwandan against Rwandan!) for all those years!. What's absurd is that one Rwandan was killing other with a MACHETE, only because of what the Belgians did!. [In addition, the Hutus spread AIDS among Tutsi women by having men with AIDS rape Tutsi women --- Rwanda now has a huge # of children with aids - which is totally sad!.] The Rwandan Genocide compasses that revenge!. The precise answer to this question is the death of the then Rwandan president Juvenal Habyarimana when his plane was shot down over Kigali which resulted in the takeover of the government by Hutu extremists and led directly to the genocide!. Pretty much all sides have blamed each other for this event, but there is a definite whiff of Hutu extemists having been behind it!. The French have laid the blame at the feet of (current Rwandan President) Paul Kagame, but given their history in this particular conflict, it would be fair to regard anything emerging from them as highly tainted and suspicious - the French, even more than the Belgians, deserve a great big kicking for their behaviour before, during and after the genocide!.

If you're looking for a reason that the country was ready to erupt as it did, that's a little more complex and goes back to Belgian colonial rule!. The Belgians decided for some reason Tutsi's were superior to Hutus, and from that point on the country has swung between domination by one or the other group!. This history and the issues it has brought up are difficult, and you will need to investigate further if that's what you need!.
