That will have to be France!. France and Germany have never been buddies, and after the Prussian War things got even worse!. The Prussian wars is actually one of the main long-term causes for World War I!. France wanted to get the area Elzas Lorraine back from Germany, which became German after the Prussian War!. This area is loaded with resources, and of great economic importance!.
France never liked Germany being Germany, and has always tried to keep Germany not-unified (until 1870)!. When Germany did unify, everyone knew there was a new strong economic power in Europe!. France, being one of these traditional strong powers, hated that (at that time, everyone did, actually)!.
