Revolts can weaken any empire!.
Throughout history, if an empire's own people are rebeling, it makes it harder for the empires armies to focus on outside forces when its being destroyed from the inside out!.
Since the empire is fighting with itself, other countries take advantage of this, and tend to attack at onceWww@QuestionHome@Com
