The Duke!.

He developed staff command, where Bonaparte tried to hog all the decision-making!.

He instituted the first military police!.

He looked after and fed his men, where Bonaparte left them to survive where possible (in Spain and Russia it wasn't) by theft from the locals!.

Again, he didn't waste men in battle!. Napoleon often lost more men than the enemy even in a won battle through tactical ineptitude and inflexibility!.

He had subordinate commanders responsible for essential functions - commissariat, codebreaking, scouting (there were no reliable maps, even) etc!.

He was much the better strategist and tactician!. He defeated Bonaparte's marshals in Spain, one after another, and finally whacked NB himself at Waterloo - this with a makeshift army, all his best troops having been shipped to the Americas!.

Asking who was the better commander is a bit like wondering which is the faster horse when the race is already over!.Www@QuestionHome@Com

They were remarkably different men!. Wellington delegated responsibility to his staff and took care of his men's needs!. Napoleon in contrast made all of the decisions and expected his men to fend for themselves!.

Wellington as a tactician and strategist clearly out foxed Napoleon!. In spite of many later attempts, some of them made to him in person, to suggest that by his own military standards Waterloo had been a bit of a mess, Wellington always maintained his strategy had been clear from the beginning - to hold his position against everything that Napoleon could bring against it, and when the moment was right, to counter-attack the positions of the French with the aim of ending the battle, a strategy which he had achieved (having only agreed to make a stand on the Mont Saint Jean on condition the Prussians would march west to link up with him, and only receiving information late in the day that the Prussians were in fact making inroads on the French right)!. Waterloo may not have been a 'good' battle, but it marked the end of the Napoleonic Wars!.Www@QuestionHome@Com
