Generally, a river culture would out grow its resources because of their burn and slash method of acquiring wood for fuel and shelter!.
so they moved!.

After suffering floods and the diseases which followed, they sought the wisdom of living on higher ground-to be safer!.

AND

as trade routes were established, it was easier to get what they needed!. Some people moved with the trade routes to new places!. They married people from different races and because that was not usually approved , they moved!. In Harrappan society, it was approved and promoted!.
A merchant class arose, so farming and fishing
were not the only options!.

Some times hordes of invading armies destroyed towns!. The people would be dispersed!.

There is something in the human spirit what wants to find a better place!.
