Best Answer - Chosen by Asker: It was written on the ship before they disembarked onto the new land!. Edit: Okay I looked through my old notes, and I think it's because the ship didn't land on the land that the King had granted them!. So, since they would technically not be under the British government, they had to have some sort of governing laws and rules, so they drew up the document on the ship!. I think that's how it went!.
