The time period following the ratification of the Constitution is sometimes called the "Critical Period" in American history!. A new government had to be created under the new Constitution!. All three branches of the new government were going to be doing things for the first time!. The people would have to show support for the new government if it was going to work!. Foreign nations were waiting to see if this new "republic" would face the test of all governments!. The new US would have to provide domestic protection, economic stability, and respect among nations if it was going to survive!. Www@QuestionHome@Com

It was by no means clear that at least 9 of the 13 states would vote Yes, as was the condition for adoption of the Constitution!. We know, of course, that it did happen, but no one at the time had a crystal ball!.
Once the Constitution had been adopted, there were questions of how it would operate and what it meant!. The power of the Supreme Court to interpret the Constituion did not appear until Marbury v Madison!.
