the phrase is misleading , but in context :-

The Estates-General of 1789 ( was the first meeting since 1614 of the French Estates-General, a general assembly consisting of representatives from all but the poorest segment of the French citizenry!. The independence from the Crown which it displayed paved the way for the French Revolution

- the Crown refers to the King / Royal rule / authority

- the estates were the clergy (first estate) , the nobility (second estate) and the commoners (third estate)

anyway , the meeting convened , but the traditional ruling estates (first and second) bickered and refused to meet with the third estate

the third estate therefore invited the liberals from the other estates, and
affirmed the principle of the national sovereignty residing in the mass of the nation !.!.!. and therefore declared themselves to be the national assembly representing the wishes of the french people
-an assertion that political authority derived from the people and their representatives, rather than from the monarch himself

a constitution was drawn up , and the powers of the king undermined , and eventually removed altogether

this the third estate showed independant action from the wishes of the crown !.!.!. the king
