Basically, France was in an economic crisis!. The king, Louis XVI, called the Estates General, which is a body that needs to be consulted before raising taxes!. This body consisted of nobles, clergy, and everyone else (the Third Estate)!. The Estates General met in the spring of 1789, but were deadlocked!. Finally, the Third Estate decided to break away from the Estates General in June to form its own Assembly, called the National Assembly, because they believed they spoke for the nation!. They declared they were going to give France a constitution and a declaration of rights, which they did!.
