If I had to name one, it would be Oliver Cromwell!. Without the English civil war we would possibly still have parliaments appointed and dissolved by the monarch, who would still reign by the grace of god and be the ultimate law giver/taker!.
Having said that, the barons forcing king John to sign the Magna Carta (thanks, need2no ) was a milestone in the advent of democracy!. (I have to say, not a political system I am fully happy with)!.
There were also the Tolpuddle Martyrs, and the great Kier Hardie!. All of whom forced great changes in our still imperfect system!.
There is no one person!. As Sir Isaac Newton said ‘If I have seen further it is by standing on the shoulders of giants’!.

The Athenians who created the idea of Democracy!. Athens is the cradle of Western Civilization, and later Europeans often looked to the Ancient Greeks for ideas!.

For those idiots who said Charlemagne is the person Europeans should honor for a democratic culture, you are all so very wrong and blind!. He may be considered progressive, to his contemporaries, but he was a king and monarch with a lot of power!. Kings think only of themselves and don't consider what happens to the "common" people whom they rule!. They fight their battles, but it is really the civilians who suffer for the choices of the monarch!.

Charlemagne was the progressive force in European history, especially promoting education, unlike any other, hundreds of years ahead of the rest, He made Europe and prevented Sarasins taking over!.
