The Compact was formed with the idea that all citizens (actually, just the white men) had an investment in the government and should be part of its legal formation!. They agreed to create offices, laws, and constitutions that would aid the common good!.

The Compact is an agreement that all men were equals, and that the majority opinion would rule!. It's truly a ground-breaking democratic document because not all people on the Mayflower held the same beliefs, were from the same socio-economic class, or came for the same reasons!. There was sure to be differences of opinion and conflict, yet it was still believed that all men should have an equal voice in the government!.
