The France--without large industrial centers of its own, it depended on U!.S!. manufacturers!.
c!. South America--even though they weren't involved in the fighting, these young republics desperately needed U!.S!. supplies that were cut off by the embargo!.
d!. U!.S!. merchants--the embargo didn't go on long enough to really hurt those it was intended to hurt!.
