It's called a globus cruciger; it symbolizes the monarch's power over the Church of England as well as the secular government!. The cross represents the church and the sphere itself represents the earth!.

The one that is now part of the British Crown Jewels was made for Charles II in 1661!. I can't find anything about Elizabeth's orb; it was a fairly common motif for many European royal houses and dates back to the Roman empire!.Www@QuestionHome@Com
