Neutrality means you would treat both combatants in a war equally!. Therefore, only a represents neutrality!.

Why not the others!?
b - representatives would be sent, to discuss/intervene in the war
c - protecting the citizens of a neutral nation would interfere with the intentions of at least one of the combatant nations

I think you can reason this one out!. Which one of the choices (in itself) helps one or more of the warring nations but not all of them!? It might help if you consider that you have two friends fighting and you don't want to pick a side!.Www@QuestionHome@Com
