Wilhelm II, Frederick William Victor Albert, who was both king of Prussia and the last Emperor of Germany (in accordance with the German constitution, that made the Prussian ruler the German emperor)!.
Interestingly, he was a grandson of the British Queen Victoria, through his mother's side!.
