I will go with Elizabeth!. She realized that her father had squandered a fortune and the value of English coins were nil since the actual precious metal had been diluted!. She had all the coins melted down and made coins that were worth something, basically stopping inflation and saving England from becoming bankrupt!. She also knew what people to trust and not to trust!.

I do realize that she was not liked much until the defeat of the Spanish Armada and pretty much got a free ride until her death after that, but her saving England financially is what makes her the greatest out of your choices!.Www@QuestionHome@Com

From your examples, Elizabeth I!. She reigned many years in which so many things happened; the arts flourished, it was the age of exploration, etc!. She was a Queen Regnant, a queen in her own right, and chose her advisers well and carefully!.

Henry's wives might have had some power to change things, but the power came from him, not from themselves!. They were only queens because they were married to the King!.

Lady Jane was only queen for nine days, and was the highly intelligent but young and unwilling puppet of the Duke of Northumberland, her father-in-law!.
