Julius Caesar was the dictator of Rome until his death in 44BC!. Then Rome descended into civil war between Octavian, Mark Antony and Cleopatra!. Octavian won and when he finally took the title of Emperor -- it was 16BC!. So there was no King of Rome during 20 BC but Octavian (or Augustus as he is commonly know) was the effective ruler of Rome during at that time!.Www@QuestionHome@Com
