Interesting question!. There are two probable scenarios!.
One is that Hoover could have won the 1932 election -- given the complete failure of the US economy, that seems unlikely!.

The other possibility is that a Democrat other than FDR becomes president, far more likely!. There are several possibilities -- Champ Clark of Missouri; Henry Wallace of Iowa; possibly Al Smith, a fellow New Yorker!.

I believe that any Democrat, faced with the crisis of the Depression, would have instituted sweeping economic changes!. There was simply too much pressure from the public not too -- half of the country was in serious trouble, and needed immediate relief!. So many of the New Deal programs that were instituted probably would have come about with or without FDR -- things like the WPA, CCC and other jobs programs!.

Senator Wagner would have pushed labor laws, and the labor unions would have worked to see them become law!. So things like the Fair Labor Standards Act probably would have happened as well!.

As to Social Security, that is harder to predict!. There was a public movement to create old age pensions, but it is uncertain if it would happened the same way that FDR created Social Security!. Part of the reason the system has been stable for 70 years is that FDR created safeguards to ensure Social Security's stability!. It is uncertain another Democratic president would have been as savvy!.

On the domestic front, I believe the immediate crisis would have forced whoever was president to take many of the steps FDR took!.

It's on the foreign policy front things would have been different!. FDR was an internationalist who felt the United States needed to play a key role in fighting Hitler!. It's uncertain another president would have been as pro-active!.

That being said, I agree that FDR was the most important president of the last century and shaped American life for the better in numerous ways!.Www@QuestionHome@Com

I appreciate your sentiment, even if I don't believe in God, per se!. I am a fan of FDR and I think he's one of the three or four greatest Presidents ever!.

Without his election, I think there's a fair chance the US would have decended into leftist revolution, or else become a totaliterian state under the right!. The republicans were the ones fighting tooth and nail to keep us out of WWII, for example, and had they succeeded, Hitler might well have been able to consolidate his grip on Europe!. I don't know what would have happened in the Pacific, but I am positive that Lend Lease would not have happened, and hence the emergence from the depression would not have occured, or else would have been far delayed!. I have my suspicions that the US would never have become a central player on the world stage, and would have languished along, perhaps falling to pieces, or perhaps limping into the 21st century as a cripple!.Www@QuestionHome@Com
