yes they were

eg in Poland the Luftwaffe soldiers (used to crew anti-aircraft guns and sometimes as ground troops) were used for street mass arrests of civilians (followed by mass public executions or deportation)

also used in combat and executions of POW's during the Warsaw Ghetto Uprising and the Warsaw 1944 UprisingWww@QuestionHome@Com

Few were not involved in some loosely connected way, how many were knowingly involved is more open to question, especially as many ex-soldiers tend to deny involvement or even knowledge - as the years have passed they may even have convinced themselves!.
Knowledge of the official death-camps was apparently quite limited and was often treated as hearsay; but the vast number quasi-official executions and other war crimes committed on the Eastern front were public knowledge!. It is also known that these outrages were frequently the result of individual initiative by junior officers & NCOs!.

Among the General Staff little was unknown and many despised the idea that their men were being used in such a manner; however they turned out to be a supine lot and did nothing about it!.Www@QuestionHome@Com
