As for the govts!. he exiled the govts!. or the govts!. had already fled to London!. in denmark, vichy france, and norway he appointed collaborationist local leaders!. Denmark was even called a model German protectorate and was practically run by the Danes but under German watch!. In Yugoslavia, he separated Croatia, called the Independent State of Croatia, and appointed a blood-thirsty leader, called Ante Pavlic!. however in all these nations, german military was present, but it was mostly the untrained and old personnel and troops, as they needed the others for fronts and more important countries!.
For the rest, it was under direct German military control with German garrisons everywhere!. and once Hitler saw the Big Three approaching those lands, he toppled all collaborationist leaders over, and put those nations under direct military control like other countries such as; France, Holland, Belgium, Greece, etc!.

All these countries were put through a ethnic ''cleansing'' where the SS would round up the Jews, and the ones the Nazi always prosecuted!. or Hitler would order the collaborationist leaders to do that for him!.

BTW all these were under heavy watch by the SS and Gestapo agents!. as hitler did not really trust the collaborationist leaders either!.Www@QuestionHome@Com

He used the resources they had!. He also put leaders friendly to him!.!.!.in those countries he took control of, he put in governments that were friendly to his government!. He also had people tortured in those countries!. Through concentration camps, he took people in those countries and put them in camps in invaded nations (mostly Poland!.!.!.a few in Germany but for most people it was Poland)!.
