Soviet is the Russian word for "committee!." "Soviets" as a concept of a governmentalunit first arose in the 1905 Revolution, when a committee of workers in St!. Petersberg became the primary mouthpiece for resistance to csarist actions in the capitol!.

When revolution again broke out in the spring of 1917,committees (soviets) of workers and soldiers/sailors sprang up as an alternative to the power network which surrounded the government bureaucracy supporting the Duma!.

Much of the difficulty which faced the post-Csarist period from the spring of 1917 until November revolved around how much power would actually be exercised by the centralized (and largely conservative) goverment and the various soviet organizations!. The position articulated by Lenin was one of "all power to the soviets" even though, when that position was first articulated, the Bolshevik party was a minority party within the structure of the largest (Petrograd & Moscow) soviets!.

After the November revolution, and even more after the assassination attempt on Lenin by a member of the erstwhile politically allied "Left SR" party, the "soviet" structure remained (indeed, the principal legislative group in the Soviet Union was the "Soviet of Soviets" until the 1990's), but real power moved from the various "committees" to the "cpommunist party" leadership!.Www@QuestionHome@Com

It's been awhile since I read about this, and if I understand your question!. I think they are mostly Europeon peoples, and some Arabs, since they border them!. Jews!. Probably close to the USA!. I added this since the other answers had Russia's politics!.Www@QuestionHome@Com
