W W meant 'With Warrants,' in other words your Great Grandfather moved up in status and was able to serve as a 'Warrant Officer,' or Petty Officer, not quite an Officer, but yet a specialist such as a Ships Carpenter or Boatswain or any of a number of Specialties hence the term 'Warrant Officer,' one who was certified as having a skill above those of an ordinary seaman!.!.!.
