The Neutrality Act is the major one, I suppose!. It was similar to a similar act passed prior to World War I, except that FDR explicitly said that he couldn't ask Americans to remain neutral in thought, but only in action!.

The Embargo on the sale of scrap metal and oil to Japan was an effort to inhibit the Japanese ability to continue to wage war in China!. As you probably already know, the embargo backfired on us on the morning of 7 December 1941!.Www@QuestionHome@Com
