He was largely tricked into doing so!. Prussia and France had been arguing about who would become king of Spain, as the French wanted to make sure Spain's new king was not a German!. Otto von Bismarck had released the Ems Dispatch, and account of a meeting between the Prussian King Wilhelm and the French ambassador discussing the topic!. Bismark made it account sound as if the French ambassador had been insulted, giving France a pretext to declare war!. Bismarck wanted war because he was confident that Prussia would win, but wanted to trick the French into being the ones who started it!. And it worked, Napoleon III declared war!.

During the war, at the Battle of Sedan, the Germans decisively beat the French and Napoleon III was captured!. With Napoleon III in German hands, his Second French Empire was overthrown in a coup and replaced by the Third Republic!.
