Who was this Dictator?

Question: Who was this Dictator!?

The only info I have about him is that he was african, declared himself emperor of his country in a ceremony which caused over $250,000 and the bankrupcy of his country, he also killed over 100 school children because they didn't wear school uniforms he had made in a factory!. A short-lived Central African Empire was also created in 1976 when dictator Jean-Bédel Bokassa of the Central African Republic proclaimed himself "Emperor Bokassa I" and had a lavish coronation ceremony in 1977!.

Of course, there seem to be a lot of this these days (Idi Amin, Robert Mugabe, etc!.)Www@QuestionHome@Com

Amin, Mugabe and other African rulers have been/are despotic dictators!. But only Bokassa assumed the ridiculous title of Emperor of the Central African REPUBLIC !!!!. 2nd!. poster is right!. And Bokassa did that and more atrocities!.Www@QuestionHome@Com
