Ottoman Empire 'cause they let people do whatever they like to do in terms of religion, language, culture and lifestyles!. So the people (for example the Christian and the jewish population of the empire) preserved their culture!.

The Romans!. If you accepted Roman laws and paid your taxes the Romans did not bother the conquered people!. The conquered people could even gain Roman citizenship and in some cases become emperor of Rome (Trajan, Hadrian and many others)!.

They were religiously tolerant and really did not care what people did as long as they accepted Roman rule and paid their taxes!.Www@QuestionHome@Com
