Your first question includes a quandary!. It's named after SecState Marshall, but it seems to have been Acheson's baby, and he's the one who announced it first, but of course Harvard beats Delta State in name recognition!.
It would have helped in your second question to put a blank where you want Saudi Arabia to go!. The lack of the blank space seems to have confused some people!.
