depends on the point of view!.

i would say rebuilding the country and dealing with the community of freed slaves!.

this is why there was the initial argument between the radical republicans and the wade davis bill in congress versus lincoln and his 10% plan!. this argument was to solve the issue of how to bring the south back into the union!.

also dealing with freed slaves was why the freedmen's bureau and the establishment of the 13th, 14th, and 15th amendments were set up!.

both of these issues would seem to be the main problems of the civil war!.Www@QuestionHome@Com

Reuniting the country and finding employment for the people!. The forty acres and a mule promise didn't quite come to pass!. The western movement provided many solutions!.Www@QuestionHome@Com

Reconstruction!. Building Cities up again, making soldiers USA Citizens, Freeing slaves, making sure that free blacks live on their own, setting up towns for them, etc!.!.!.!.Www@QuestionHome@Com
