Best Answer - Chosen by Asker:
Yes they were! They were insurgents!

One man's revolutionary is another man's insurgent, or, one man's freedom fighter is another man's terrorist!.

The term "terrorist" was used to describe our Founding Fathers!. Part of what made them insurgents was that America at the time was divided into three camps: the Loyalists in favor of being in Union with Britain, the Revolutionaries who wanted to start their own nation, and then, there were the other third of the populace who had no stake either way!.

In this context, the Revolutionaries were most certainly enemy combatants! Never forget that the USA was founded in violent revolution, and that it should never be our place to decide for others what kind of revolution they should have, for whatever viewpoint or ideology they want to put in place!.Www@QuestionHome@Com

IN the view of the English and King George III, although no such term was employed at that time, probably!

What might now be considered terrorist tactics had been employed by the ninjas of feudal Japan before there ever were European colonies in the Americas as well as by some of their Chinese counterparts!.

The Spartans used some tactics well meant to disconcert their enemies by employing tactics designed specifically to instill terror in the same!.

All such views are purely subjective and , therefore, legally invalid as well as meaningless but just try to explain a point of law to the present "King George (of the US of A)"!.Www@QuestionHome@Com

No, and NO!. The founding fathers were not combatants, they were mostly politicians!.
Terrorism goes back to the Romans and before!Www@QuestionHome@Com
