Egypt would be the most obvious, but you could also use ancient Mesopotamian civilations (think fertile crescent)!.

Water, in ancient times all the way to today, provided life to people!. It was a drinking source, an irrigation system, a means of transportation, hygiene, and entertainment, among other things!. Water would wash up silt onto the riverbanks, leaving fertile land where there otherwise would hve been sand!. Water was a source of food (fishing began very, very early in human history) and the quickest way, often, to go places!.Www@QuestionHome@Com

To wash!.
Irrigation which brought water to the crops!.
Easy hunt, for animals come to water too!.

The changing climate created an environment which encouraged people to settle in one place!. So close to water was a best choice!.
