In 1905 Czar Nicholas II signed a manifesto promising:
1!. some civil liberties - freedom of speech, of the press, of assembly
2!. some political liberties - suffrage for more people, legislative power to an elected Duma (the Duma was first set up as strictly advisory)

Some agrarian and factory reforms were adopted after the 1905 revolution, but were not very effective!.Www@QuestionHome@Com
