Technically speaking, Mesopotamia was the first to "settle"!. Most historians define a civilization as a "complex society characterized by agricultural practices and dwelling within permanent settlements"!. So the natives on the plains in the U!.S!. were not at this level by the time of their conquest, but the Aztecs were!. Depends what you mean by civilisation; most would say China or India or Egypt, but the first groupings of farmers into towns occured around the Middle East; Mesopotomia!.Www@QuestionHome@Com
