I don't understand why they make that claim either, but I think it was an attempt to discredit FDR for someone's personal gain!.

My parents told me that everybody KNEW before the attack that there was a probability that the Japanese would attack eventually and that eventuality wasn't that far off!. They just didn't know for certain when and where!.Www@QuestionHome@Com

Well there is actually a conspiracy theory with a variety of reasons as to why FDR allowed Pearl Harbour to happen/How he allowed it to happen!.
It's said that FDR provoked the attack and knew about it in advance and covered up his failure to warn the Hawaiian commanders!.
FDR needed the attack to happen in order to declare war against Hitler since congress and the public were very much against intervening in the war in Europe!.

FDR did all this by:
-denying intelligence to Hawaii (HI)
-on Nov 27, misleading the commanders into thinking negotiations with Japan were continuing to prevent them from realizing the war was on
-having false information sent to HI about the location of the Japanese carrier fleet!.

Sadly, not ALL of the proof goes to the contrary!. When one looks at the various facts and quotes, one cannot help but ask the question, "why did he do nothing!?"
It was FDR who once quipped, "Why tell the truth when a lie will suffice!?"
FDR came into power on the promise of a "New Deal!." That deal began with the gutting of the already skeletonized military -- Japan was already heavily involved in expansionism throughout the Far East and Hitler too was making a serious grab for power!.
FDR was "secretly" supporting the Spanish Civil War with his "Lincoln Brigade," the British with both the Lend Lease Act AND the Eagle Squadron AND China with Claire Chinault's American Volunteer Group -- the "Flying Tigers!." How could he possibly refuse to see that war was inevitable!?
Navy Intel was working desparately to find the "missing" Japanese Fleet that the Brit!.s were kind enough to notify us about when they left port!.
FDR also quipped that "the two most dangerous men in America today are Hughie Long and Douglas MacArthur!." MacArthur was not only his Army Chief of Staff but also his cousin!. Why would he then strip MacArthur of his rank and title and launch him to the Philippines -- along with his assistant Dwight D!. Eisenhower!? The answer is simple, he wanted MacArthur as far away from Washington as humanly possible!. And that loss of rank was done in a most cowardly manner!. He cut him orders to the P!.I!. and then as the train was nearing San Francisco, sent him notice of his rank reduction!.
FDR had not only prooven himself to be untrustworthy, but as an adulterer and a profiteer of the prohibition, he showed himself to be power hungry and self centered!. He had been given due warning of an impending attack!. His response was to leave the oldest ships in the harbor and to order the more modern aircraft carriers to sea!.Www@QuestionHome@Com
