In Chinese culture, it is not every man for himself!. What you do reflects on your family and your village!. Those who do loot are quickly turned in by those around them and the police deal harshly with those kind!. Being shot for looting is the least of it!. The family is told what happened!. THEY must live it down!. And memories are very long in China!.

In the US when someone commits a crime, everyone feels sorry for his family!. They don't hold them responsible!. Even when a family has several members in prison, no one says they did something wrong!. As a result, there is no shame holding the individual back!. They know they won't hurt their family by being dumb!.Www@QuestionHome@Com

In pictures it looks like everything in the earthquake sites has been completely destroyed!. People have no where to go and no transportation!. What is there to steal!?
Or, maybe they are just better people than some in the US!.
also, look at the military guards!. There are a lot of them!.

If there was looting we would never be allowed to know, and the looters, if caught, would be dead!. China is still a highly authoritarian, controlled society in spite of some recent window dressing!.Www@QuestionHome@Com

To loot one has to move stuff from one place to another place and defend that place while getting more loot!. There was no other place (everything was destroyed) and no way to defend the place from other looters even if one could move the stuff!.Www@QuestionHome@Com
