Your question is vague and more than a little biased - if you look throughout history, most of the major wars fought in this country (including the War of 1812, the Mexican-American War, World War I, World War II, the Korean War, and Vietnam) were initiated and fought under Democratic rule!.

As for the helping in natural disasters-- Government help under any political party has always been next to useless, Private citizens can and do do more because they are not hampered by rules, regulations and earmarking!.
