The legacy in the long-run is in the attitudes of the British people!.

*!.!.!.We distrust military adventurers, and by one means or another have always insisted on political control of our army!.
*!.!.!.We do not really like a standing army at all, and in time of peace cut back on its upkeep to a quite dangerous degree - so that every war finds us with our pants round our ankles & our behind ready to be booted!.
*!.!.!.We have had our bellyful of revolution, civil war and ideology!. The general British attitude is that quiet pragmatism & muddling through work best!. This is sometimes true, but sometimes gets in the way of obvious solutions!.
*!.!.!.Similarly, we distrust religious fanaticism!. Typically, we think that religion is O!.K!. as long as no-one takes it seriously!.

In the short term, of course, his legacy (which has also lasted to the present day) was the growing ascendancy of the middle (commercial & professional) class!. This was apparent from the first moment of the Restoration; read Pepys' diary to get the feel of it!.

As to how good or bad he was, this depends on your attitude to military rule, dictatorship and a strong foreign policy!. England under Cromwell and the Major-Generals was never a fun place to be: on the other hand he ran a powerful army and navy, and made England feared and respected abroad!.

Oliver Cromwell was an English general who was very much respected by most everyone!. He was a good leader, and during the time when England had no ruler at all, he was the one man who held the country together!. He won many foreign wars and and was feared by many kings in Europe!. Under his rule, the English merchants made a great deal of money!. Cromwell, once he had enough forces at his command, marched on Ireland to attack the Catholics!. Supposedly this was in retaliation to the attack on 3,000 protestant Irish eight years earlier!. This attack was worse than anything Ireland had seen previously!. He burned their fields and towns, and slaughtered hundreds and starved those left into submission!.

Cromwell was such a good leader, he was made Lord Protector!. Parliament even went as far as to offer him the crown!. However, he refused!. When he died the country was thrown into confusion over who would be next to take the thrown!. (Charles the Second eventually came back from France to take the thrown)!.
