It was Winston Churchill and you insult him by suggesting such a thing!.
I do not know what sort of history teachers you had but certainly none of it went into your clueless brain!.
Shame on you!.
Just be thankful that you know nothing of such circumstances from experience!. Rissole!.Www@QuestionHome@Com

Hi EC!.
This was part of a speech made in the House of Commons,by Winston Churchill on the 4 June 1940, following the evacuation of British and French armies from Dunkirk as the German tide swept through France!.
It is as follows!.!.!.!.!.!.!.!.!.!.!.!.!.!.!.!."We shall not flag or fail!. We shall go on to the end!. We shall fight in France, we shall fight on the seas and oceans, we shall fight with growing confidence and growing strength in the air!. We shall defend our island, whatever the cost may be!. We shall fight on the beaches, we shall fight on the landing-grounds, we shall fight in the fields and in the streets, we shall fight in the hills!. We shall never surrender!"
Good luck my friend,
Cathorio!.Www@QuestionHome@Com

Winston Churchill made a speech about fighting on the beaches etc!. He never suggested that the British Government should seek refuge in Canada, but he did suggest, that in a last resort the Royal Family should go to Canada!. They refused, even after Buck House was damaged by a German bomb!.Www@QuestionHome@Com

No one said that, and if Britain had been invaded the government would have been relocated to Worcester then possibly somewhere in Scotland and only when and if the nazis had taken most of the Britain would churchill have been evacuated to Canada!.Www@QuestionHome@Com
