Mike is correct!. According to the book Khrushchev Remembers, immediately upon Stalin's death there was a committee government comprised of all of the inner circle of Stalin's chief murderers, but Malenkov was the primary spokesperson!. Malenkov made the official statement in 1954 that the Soviet Union would not be the first to use nuclear weapons first (the USA would not do the same until about ten years later!. It was not until the committee was able to engineer the ouster and execution of Beria that Khrushchev felt strong enough to work his way into absolute power!.Www@QuestionHome@Com

There was no one in overall control for several years immediately after Stalin's death as people with different offices vied for influence!. In 1956 Nikita Khrushchev gave his 'Secret Speech' - alienating conservative elements who tried to oust him!. Khrushchev defeated this 'Anti-Party Group' in 1957!. He finally consolidated his power when he replaced Bulganin as Premier of the Soviet Union in 1958!.

According to my AP European History text, a man named Nikolai Bulganin took control immediately after Stalin's death, but only from '53 to '56 or '57, when Khrushchev took over!.Www@QuestionHome@Com
