I'm pretty sure that you mean Treaty of Versailles!.

1) Clemenceau (French representative) failed to achieve all of the demands of the French government/people!.

2) Germany (and the US and Great Britain) found the terms of the Treaty too harsh on Germany!.

1) The Allies disagreed on how best to treat Germany!.
2) Germany refused to accept the terms of reparations!.

It was generally seen as a textbook example of 'victor's justice', it harshly penalized the entire German nation as opposed to singling out those with war responsibilty!. In a more general sense it was seen as a failure because it never created any lasting peace, only resentment and the groundwork for national socialism!.

The main reasons were:

1) reparations (Germany was forced to use foreign loans mainly from America)
2) territorial concessions, both in Germany and overseas
