Best Answer - Chosen by Asker: This is a very difficult task to approach under any circumstances, but without some selection parameters, it is nigh on impossible!. If you mean to include persons who were external threats, certainly one could consider King George III who sought to eradicate the revolutionaries at the very dawn of the Republic's creation!. Kaiser Wilhlelm II would also make that list for initiating a war in which hundreds of thousands of Ameicans gave their lives!. Hitler would also make the list, as would Japan's Togo, and one would have to add Stalin for his post-WWII role in bringing about the Cold War and the constant threat of mutual nuclear destruction!. If you want to restrict it to home-grown threats, well, one might look to Jefferson Davis as President of the Confederate States of America for his leadership of the secessionist effort, or his most successful General, Robert E!. Lee!. Had they been successful this would have been a divided and much-weakened state!. I personally am no particular fan of Franklin Delano Roosevelt, whose election to four terms in office was unparalled and as closely resembled the creation of a dictatorship as this country has seen, but more than a few of his admirers would contest that view vigorously!. He can just as easily be labeled as the man who preserved the country amidst an economic collapse and a world war, but I would counter that a benvolent dicator is nonetheless a dictator!. I might also include Julius and Ethel Rosenberg on the list!. Though disputed for many years, the opening of the Soviet Union's records on its collapse confirmed that they were indeed spies for the Soviet Union who played a critical role in stealing nuclear secrets that accelerated Russia's acquisition of nuclear weapons!. Their role in creating this nation's most formidable threat for the next half century certainly earns them a spot on the "most dangerous" list!. Common criminals, or even uncommon ones like Charles Manson, Jeffrey Dahmer, the Unibomber, the Zodiac Killer, the Green River Killer, Dillinger, Al Capone and so on, do not even come close in my opinion!.
