Treaties are the exclusive provedance of the Senate!. It was the
Senate than turned it down not the General Assembly!.
Even though France and Brittian wanted to punish Germany
they agreed to the 14 points (reluctantly) because we helped
them out and because they needed us if they were to continue
to control world affairs!. When the Senate turned it down they
figured 'screw the Americans' we'll do it our way!.Www@QuestionHome@Com

He felt it was overly punative towards the Central Powers and seemed too much like 'victors justice'!. He had wanted a much more understanding and lenient peace!.Www@QuestionHome@Com

Among other things, the US Congress didn't ratify it as he envisioned it, including Congress's failure for the US to join the League of Nations!.Www@QuestionHome@Com
