Best Answer - Chosen by Asker: to expand on Bob's answer, (from the Virgin Islands) we can and do have party primaries that can elect delegates to the national political parties conventions who can then vote for Obama, Hillary, McCain or whomever!. No one in any Territory, however can vote for President !.!.!.because we're not a state, we're a Territory, and when you vote for President you vote for a slate of Electors from your State equal to the number of Congressmen and Senators from your state!.!.!. we can vote for a "Delegate" to Congress, who cant vote on the floor ( this is a simplified story here; it's really WAY more complicated) because he,!. or in the VI's case, she is not a Congress(wo)man!.!.!.!.Www@QuestionHome@Com the District of Columbia the U!.S!.
