Lord Salisbury is credited with that saying!. It refers to the the size and magnitude of the Bristish Empire in the 1800's, meaning that as the world turned, it was always daylight somewhere in the English Empire!.

East or West, North or South, the Brits had colonies in every part of the world on every continent and every hemisphere!.
