In my opinion, it has to be FDR!. First reason, he was elected FOUR times!. That prompted the 22nd Amendment after his death!.

Second reasons was because of his Quarantine Speech (1937) which was FDR's first attempt to pull America away from isolation toward collective security, calling for an international "quarantine of the aggressor nations" as an alternative to the political climate of American neutrality and isolationism and it was focused toward Japan and Italy!. In 1937, the gunboat USS Panay is attacked by the Japanese on the Yangtze River and kill US Sailors!. also, his nuetrality acts were important for trying to keep America nuetral but assist its allies!.

Third, when America entered war, he led the US through WWII!. A big part of this was being able to keep the Soviet dictator, Joseph Stalin, in check, and get him to agree to open up a second front against Japan once Germany was defeated!. He sometimes befriended Stalin at Churchill's expense but it was worth it!.Www@QuestionHome@Com
