The answer would be 1!. President Kennedy met several times with the Russian Premier to negotiate issues!. Military forces and armaments were increased until the 80's when Communism ended in Russia!. Both sides let the Cold War just sit and fester for 40 years and didn't really look towards anyone outside of themselves to solve anything!.Www@QuestionHome@Com
