As I can understand, you mean the Civil was in Russia after October Revolution!. At that time nobody in the world had Nuclear weapons!. Even in second word war Russia had not them!. Only Americans has developed first weapon of this type in the end of Second world war and was used by them in Hiroshima and Nagasaki cities!. In result Japan surrendered in war!.
